Today, Friday. the area is quiet, but security forces are visible at key locations, well prepared for any ‘after prayers’ signs of protests or further outbreak of emotions.

It seems that the elite STF (Special Task Force) has been replaced by the regular SLA (Sri Lanka Army) and there are indications that a kind of martial law has been implemented as from this morning; one of our correspondents was prevented of taking any photos, for the first time ever.
All Communities and officials have been shocked beyond belief of what has occurred.
A positive outcome of this sad chapter seems to be that everyone is working much harder now to build bridges to ensure that nothing like this will ever be allowed to happen again.

Residents feel lost and some mention the strange absence of all of the usual NGO Jeeps or any personnel ever since unrest erupted. As usual, the so called helpers are nowhere to be seen in times when at least their presence would act as some comfort to natives in difficult times.

Specially the SLMM (Sri Lanka Monitoring Mission), and others usually known as peace keepers like the UN seem to be too busy elsewhere.
No doubt they have a different mandate and cannot interfere in local issues.

Government’s defence spokesman Keheliya Rambukwella’s statement at Tuesday’s weekly news conference that the government was of the view that international assistance was not necessary to investigate the incident, dying down to the belief that the Muslims are given the step motherly attitude no matter what hardships they face.

Hours following the Panama slaying, Sri Lanka’s pre-dominant Muslim party, the Sri Lanka Muslim Congress (SLMC) leader Rauff Hakeem called for an international probe with assistance from the United Nations to find out the actual perpetrators of the massacre.

Minister Keheliya Rambukwella claim that Sri Lanka had the expertise to carry out a full probe and assured the truth would be revealed once a statement was recorded from the lone survivor, who was currently in critical condition and receiving treatment at the Intensive Care Unit of the Ampara hospital, has not been accepted by the Muslims in Sri Lanka who are of the notion if the government can permit a international investigation including the permitting of foreign forensic scientists to carry out the investigation into the killing in Muttur where 17 aid workers attached to Action against Hunger were brutally killed during tensions in the area, why was the government refusing to permit a international investigation into the killing of these Muslims.

The 17 aid victims included 16 Tamils and one Muslim.

Despite continuous allegations by villagers that it was the Special Task Force of the Sri Lankan government behind the slaying, Minister Rambukwella insisted that some were attempting to gain political mileage by claiming it was the security forces who had committed this gruesome act.

Meanwhile, the media centre for national security in a report claimed that the survivor of the Panama massacre had in a brief statement to police claimed that it was the LTTE who had committed the act.

“It was gruesome” said the survivor Kareem Nilam Mohideen (60) of Radalla, being treated at the Intensive Care Unit of the Ampara hospital.

He was very confident and firm when he said that “they were none other than LTTErs”. He also said that the assailants conversed in Tamil and were wearing T- shirts and shorts when they massacred the Muslims using T56 weapons, the hospital authorities said.

“The group of around twenty tiger terrorists suddenly started attacking us” the sole survivor and the only eyewitness of the inhumane incident disclosed to the police.

Meanwhile, the special task force issuing a release has also denied any hand in the incident while further extending their sincere condolences to the bereaved families.

Although Rauf Hakeem continued to adopt an ‘I don’t know’ stand as to who the actual perpetrators were, senior government Minister A.H.M. Fowzie said that the incident bared all hallmarks of the LTTE and it had to be the work of the LTTE as they were the only group capable of committing such gruesome act. Western province governor Alavi Moulana condemned the inhuman act and demanded that authorities bring the culprits to book. However surprisingly the government’s main Muslim ally, National Unity Alliance which is led by Minister Ms. Ferial Ashraff is yet to issue a statement condemning the incident.

IOM provides free transport services for humanitarian works

Colombo, 21 September, (Asiantribune.com): The International Organization for Migration [IOM] has decided to provide free transport service for any type of cargoes to all accessible areas in the north and the east, such as Jaffna, Kilinochchi, Mullaithivu, Trincomalee, Batticaloa, Ampara, Hambantota, Matara and Galle.

The UNICEF has funded this project and the IOM has resumed its transport programme to support relief and reconstruction projects in Sri Lanka.

IOM maintains a fleet of trucks, which is adjusted regularly to meet demands. Through this fleet, IOM provides transport assistance to government agencies, UN agencies, INGOs and other actors involved in humanitarian work. In addition, IOM is able to provide specialized transport services upon request.

Services include the provision of prime movers to transport containers, flat bed trucks,
and other specialized vehicles to transport cargo such as sand and other building materials.

Since the beginning of operations in January 2005, with previous funding from the government of Japan and the European Commission Humanitarian Aid Department (ECHO), IOM has supported humanitarian actors with transportation. IOM trucks have been dispatched to tsunami- and conflict-affected areas nearly 6,000 times and thus,
IOM’s transport department is well established and capable of offering a very reliable and efficient service.

Palihakkara and other officials at the time of meeting. Mr. Sumith de Silva coordinated the meeting between the Congressman and the President.
Considered to be a strong friend of Sri Lanka in the US Congress Fosella played a leading part in helping Sri Lanka when Tsunami struck the Indian Ocean island republic two years ago.

Fossella said that the LTTE was killing an average of five soldiers a day while they were declaring that that a ceasefire was adhered to before Sri Lanka was forced to take a defensive action against this terrorism.

He said the US government does not negotiate with terrorists since they understood only one language but he fully understood Sri LankaA?a??a??s approach to finding a negotiated settlement to the conflict.

President Rajapaksa and Congressman Fossella discussed at length the commonalities of terrorism practiced against both Sri Lanka and the United States.

Fosella said he very much appreciated the fact that Sri Lanka was a working democracy, in fact one of AsiaA?a??a??s oldest democracies where change of power after elections takes place peacefully. He said the Sri Lankans have been changing government every now and then.

President Rajapaksa said Sri Lanka, although devastated by the Tsunami has re-built 97,000 new houses within the short period of time.

Answering a question by a US reporter from New York the President said some NGOA?a??a??s who went to Sri Lanka and paying huge hotel bills with millions collected for Tsunami relief has spent only 250 US dollars for relief work itself. Foreign Minister Mangala Samaraweera said many preferred staying at Arugam Bay, one of the finest surfing beaches. Actually some of them were squandering charity money on pleasure, he said.

President Rajapaksa thanked the US Congressman for the generous support extended to Sri Lanka during the Tsunami disaster.

President Rajapaksa invited Congressman Fosella to visit Sri Lanka and see for himself the progress made on the Tsunami reconstruction.

Arugam Bay no longer is quiet this morning, we are very sad to report.
The normally sleepy Bay has been caught in the middle of a very unfortunate civil unrest.

In general, the Muslim community is understandably angry at the brutal murders of 11 young men from the PottuVille area two days ago.
This morning we are informed of another incident South of Arugam Bay which is being looked into by specially flown in experts. It seems that most people are not happy with official explanations, or the reaction of some parts of the security forces.
As a result, local anger is directed at some members of the Sinhalese Community.

For the first time in living memory there is trouble at Arugam Bay.
It is important to remark that no aggression is directed against any visitor or tourist, and nobody is against any foreigner at all.
But it is also fair to report that the few people in town, who came to us on holiday, are not happy or relaxed at all.

Quite a few people have now left, others are planning to leave.
We are in touch with Embassies and there is no evacuation problem.
Indeed, anyone wishing to leave is free to do so and AbHa will continue to do whatever possible to assist anyone in need.

AbHa, established to promote the area and living conditions of Arugam Bay now temporary advises against all non essential travel to PottuVille, Arugam Bay and Panama until further notice.
As night settles on Arugam Bay there are signs that emotions have calmed down and we hope to have better news for you tomorrow.

Tamil Eelam: Lone survivor succumbs to injuries

Pottuvil and surrounding Muslim areas were gripped in tension yesterday with the Muslim civilian population demanding security guarantees and the removal of a high ranking STF officer in the area, 24 hours after the murder of 11 Muslims.

The lone survivor and the only known witness to the massacre, Meera Mohideen (55) was warded at the ICU of the Ampara hospital. Earlier yesterday there were reports that said he has sucumbed to his injuries. Hospital sources confirmed later in then night that he was still alive.

Mohideen who was in serious condition after suffering severe cut injuries was rushed to the Pottuvil Hospital and was later transferred to Ampara on Monday.

SLMC Leader Rauff Hakeen who visited the area on the day the bodies were recovered told The Morning Leader that the murders were a serious security breach as it had happened in government controlled land. He added that the STF had to take responsibility in answering the queries of the Muslim population as the area where the massacre had occurred was surrounded by several STF camps.

“How can the government or the STF blame the terrorists when the area was under the guard of the STF? We are not holding the STF responsible for the gruesome murders but they have to be held responsible for this security breach. The Muslim civilians entered this area two months ago because the government had declared it safe,” Hakeem said.

However, the government yesterday denied any responsibility on the part of the STF to the murders. It has blamed the Tigers for carrying them out.

The SLMC Leader further said that the Muslim population should keep an open mind on who should be held responsible for the murders and called upon the government to conduct a speedy and impartial inquiry.

Meanwhile a resident in the area told The Morning Leader that the Muslim population in the area would continue the hartal till such time the high ranking STF officer was removed from his duties.

He said that the Muslims had been angered at the STF for not protecting the 10 slain Muslims as the area where the massacre had occurred had been declared safe by the government.

“The government cannot immediately pin point their fingers at the LTTE. No party can be held responsible till such time an impartial inquiry is held,” the resident said.

He added that the Muslims in the area were also weary of holding the LTTE responsible, as the murders were well planned and conducted “leisurely”.

“The victims were tortured and cut to death. This was a well-planned attack. It is highly unlikely that the LTTE could infiltrate into an area carrying swords and then left without the STF spotting them. What were the STF doing?” the resident said.

Massacre of Muslim civilians in eastern Sri Lanka: Survivor points finger at LTTE

The only survivor of the Pottuvil massacre, who is now at the Ampara hospital, has claimed that the LTTE killed his colleagues at the anicut on Sunday.

Giving a statement to the police, the victim, Kareem Meera Mohideen (60), said, “On Sunday evening suddenly a group of Tigers stormed the place where we were. They were armed with guns, sickles, knives and axes. They abducted us, took us to the forest, and blindfolded us. After it became dark, they attacked us with sickles, axes and knives.

A?a??A?I too was hit by an axe and a sickle. I escaped as I pretended to be dead,A?a??A? the statement quoted the victim as saying.

Mr. Mohideen was initially admitted to the Pottuvil hospital and later transferred to the intensive care unit of the Ampara General Hospital. Eleven other Muslim civilians were brutally killed in the incident.

It is far too quiet actually, something must be wrong…
As we passed through PottuVille early this afternoon on our way back from Batticaloa, we noticed that there was not a single shop or bank open.
OK, so what? Do we celebrate yet another “Hartal” or what?
(This is the local word for civil strike, a kind of protest-bycott often resulting a strange kind of self-punishment situation because there is no income, no food to buy; it roughly may translate into: “Having no fun or business at all”.)

As there are plenty and frequent of “Hartals” north of the Bay we thought little of it.
But what a surprise. Schock & horror! For the first time, ever, we noticed even Arugam Bay looking like a Ghost Town. Even on Tsu day AbaY’s High Street was a little more busy….
This afternoon, all of a sudden, there are very few people on the road, most places are closed or are semi Closed.

What on earth has happened to sleepy Arugam Bay this morning?
Sadly, we have bad news.
Violence has reached our remote area.
This morning we are informed that some bodies were found in an area South of Arugam Bay, towards Panama and Yala.
Residents are concerned of a backlash, security forces are braced to deal with it and the few visitors in town are shocked to hear of such a crime; usually unheard of in our region.

Of course there still is not one single hint of danger to any foreigner. They are all very much safe and very well.
But this sad episode may have a negative influence on our already rather depressed tourist resort. Much to our concern and in addition to our grief.

As usual, in a tense and delicate situation as this, plenty or rumors have already surfaced, one explanation appears to be more weird than the previous. We can’t and don’t believe anybody right now.
If and when we have further details, we post an update.

The food delicious, offering the catch of the day straight from the Bay beach, fish, jumbo prawns, king crabs, cuttlefish and lobsters are the name of the day. It makes up the mouth watering menu in addition to the usual Western and Eastern cuisine. Guests are also offered pure curd made of fresh milk available in plenty and fresh fruits at Arugam Bay.

Ranga’s Beach Hut offers a host of tourist attractions. It lies midway between two popular National Parks, Lahugala National Park and Kumana Bird Sanctuary, which is the eastern border of Yala National Park. Lahugala is only13 k.m. and Kumana Bird Sanctuary is only 30 km from Ranga’s Beach Hut.

A host of heritage sites and ruins dating back to the 5th century are in close proximity to the resort.
They are traditional Panama village, Magul Maha Viharaya Mudu Maha Viharaya and Kudumbi Gala Hermitage, the Oakande Rock and Hindu temple, which is said to be the spot where Sindbad the Sailor ended up after a ship wreck.

#04 Arugambay Beach Resort

#04 Arugambay Beach Resort (sign)#04 Beach Resort Arugambay has for many years been the location of Ranga’s Beach Hut.
Until management changed, or the original owners decided to manage the resort themselves that is. Since 2003 or so Ranga has relocated and developed opposite, on the other side of the small beach road. Pleasant tree houses belonging to the Hut are also erected in front, on the beach itself.

Arugambay Beach Resort has a totally different concept.
Apart from a few nicely renovated bungalows the main accommodation consists of a large concrete structure situated near the beach road.

#03 Galaxy Lounge is the third hospitality place on your left as you enter Arugam Bay.
It is one of the best and perhaps certainly the most interesting one of recent developments the Bay has seen in many years.
Well, actually it is the result of two developments in the same location..
Pretty London raised Sri Gunasena and Aussie hunk Surf-Waine just completed the first Galaxy Hotel in 2004….
Everybody agrees, that their second attempt, completed 2006 resulted in an even better and more beautiful ‘Lounge’ than ever before.
The couple had a very narrow escape at the time, but fate has blessed them with a nice baby son during 2005.
The family can be proud to be recognized as a fine meeting place for musicians and artists, such as painters. This seems obvious as you approach the seafront restaurant.
Cabanas, some build on high stilts, are all made of natural, local materials and are often decorated with innovative, beautiful works of art.
And there are paintings of a kind and quality not usually found in this remote region.
It almost seems like there is a Spanish influence somewhere; the odd Latin dance lessons are a fine compliment to this great ambiance.

There also is a good menu with fresh Humus, a good drinks selection and an open air restaurant with a clear view of the open ocean right in front.
