Arugam- or Hardship Bay?

Arugam Bay has always been left to its own devices.
During the long civil war the Bay was entirely cut off from the rest of the island, indeed the check point at the only bridge closed at night. Every night.
At that time, for 20 years we had no doctor and not even one single police man in town, ever.

When a sort of peace settled, in 2002, little changed, but we had better access to PottuVille ‘hospital’, even at night. And for better or worse we had a regular police presence. No other infastructure was invested into at all. But we enjoyed being connected to mains power and some selected telephone lines this century.

December 2004 came along and everyone focused on Galle. Nobody reached Arugam Bay until 2005 and most would agree that activities of the few NGO’s passing through our resort were no help at all; most activities were perhaps even counter productive.
All large Organizations actually stayed in Ampara or PottuVille or helped in Panama. In places not affected by the floods and well inland.
Again, the Bay recovered quite well, largely on its own and just with the help of a few former guests and some private individuals.

This Presidential promise has been well implimented in Hambamtota; the Bay however is still waiting. For a road, a bridge or better: a BY-Pass to this very day. Or anything else.
All sorts of Organizations promised all sorts or ‘Projects’ – but none of them were ever even started.

The recent excodus of all but a handul of foreigners coupled with some totally unjustified travel warnings by a few western Governments our 2006 winter ‘season’ will see the final breaking point for many businesses in the Bay.

Having borrowed heavily, relying on at least a little business and some earnings, or trusting empty promises the majority of our hard working and optimistic hoteliers have no choice but to close for good.
It is impossible to pay the (by now) very high bills or pay wages to their staff as suddenly there is no more income.

AbHa regrets that the proven Association is no more in a position to help anyone financially. We are as good as bankrupt since giving our cash reserves away to the suffering and poor of our area in 2005.
We are looking into ways to reward everyone who has the ability to help themselves.
Sadly what seems to happen is the other way round: Only lazy & incapable guys seem to qualify for assistance.
In more than one case a totally unfair competition to a long established business has been funded by one particular NGO, compounding our difficulties.
Has anyone an idea what we should do?

Saturday update: Calm again

The Bay, PottuVille, Panama and all surrounding areas are quiet and very peaceful again we are happy to report.

Furthermore, there are indications on all fronts that this weeks disturbances have been nothing more than an isolated incident.
The entire Community is reflecting on this weeks sad events. In fact, here is an excellent chance -again (…26/12/04….)- that Arugam Bay will be a better, even more harmonious place in future.
Everyone is working very hard at reconciliation at this point, discussing underlying issues and the reasons leading to the sudden and unexpected outbreak of emotions.

Everyone in the wider area, connected with Tourism or not, has suffered in one way or another. Therefore we pray that the lessons learned will be act as a constant reminder and warning.

All people interviewed are convinced that this weekend will finally close a sad chapter in the history of the Bay.
And we just have to start all over again to recover our good international reputation.
All sides specially regret the fact that the few tourists which we managed to attract this year have packed their bags, surf boards and left. Their reports to respective Embassies have resulted in travel warnings being issued by a number of Countries as a result.

Today, Friday. the area is quiet, but security forces are visible at key locations, well prepared for any ‘after prayers’ signs of protests or further outbreak of emotions.

It seems that the elite STF (Special Task Force) has been replaced by the regular SLA (Sri Lanka Army) and there are indications that a kind of martial law has been implemented as from this morning; one of our correspondents was prevented of taking any photos, for the first time ever.
All Communities and officials have been shocked beyond belief of what has occurred.
A positive outcome of this sad chapter seems to be that everyone is working much harder now to build bridges to ensure that nothing like this will ever be allowed to happen again.

Residents feel lost and some mention the strange absence of all of the usual NGO Jeeps or any personnel ever since unrest erupted. As usual, the so called helpers are nowhere to be seen in times when at least their presence would act as some comfort to natives in difficult times.

Specially the SLMM (Sri Lanka Monitoring Mission), and others usually known as peace keepers like the UN seem to be too busy elsewhere.
No doubt they have a different mandate and cannot interfere in local issues.

Arugam Bay no longer is quiet this morning, we are very sad to report.
The normally sleepy Bay has been caught in the middle of a very unfortunate civil unrest.

In general, the Muslim community is understandably angry at the brutal murders of 11 young men from the PottuVille area two days ago.
This morning we are informed of another incident South of Arugam Bay which is being looked into by specially flown in experts. It seems that most people are not happy with official explanations, or the reaction of some parts of the security forces.
As a result, local anger is directed at some members of the Sinhalese Community.

For the first time in living memory there is trouble at Arugam Bay.
It is important to remark that no aggression is directed against any visitor or tourist, and nobody is against any foreigner at all.
But it is also fair to report that the few people in town, who came to us on holiday, are not happy or relaxed at all.

Quite a few people have now left, others are planning to leave.
We are in touch with Embassies and there is no evacuation problem.
Indeed, anyone wishing to leave is free to do so and AbHa will continue to do whatever possible to assist anyone in need.

AbHa, established to promote the area and living conditions of Arugam Bay now temporary advises against all non essential travel to PottuVille, Arugam Bay and Panama until further notice.
As night settles on Arugam Bay there are signs that emotions have calmed down and we hope to have better news for you tomorrow.

All Quiet on the Eastern Front

It is far too quiet actually, something must be wrong…
As we passed through PottuVille early this afternoon on our way back from Batticaloa, we noticed that there was not a single shop or bank open.
OK, so what? Do we celebrate yet another “Hartal” or what?
(This is the local word for civil strike, a kind of protest-bycott often resulting a strange kind of self-punishment situation because there is no income, no food to buy; it roughly may translate into: “Having no fun or business at all”.)

As there are plenty and frequent of “Hartals” north of the Bay we thought little of it.
But what a surprise. Schock & horror! For the first time, ever, we noticed even Arugam Bay looking like a Ghost Town. Even on Tsu day AbaY’s High Street was a little more busy….
This afternoon, all of a sudden, there are very few people on the road, most places are closed or are semi Closed.

What on earth has happened to sleepy Arugam Bay this morning?
Sadly, we have bad news.
Violence has reached our remote area.
This morning we are informed that some bodies were found in an area South of Arugam Bay, towards Panama and Yala.
Residents are concerned of a backlash, security forces are braced to deal with it and the few visitors in town are shocked to hear of such a crime; usually unheard of in our region.

Of course there still is not one single hint of danger to any foreigner. They are all very much safe and very well.
But this sad episode may have a negative influence on our already rather depressed tourist resort. Much to our concern and in addition to our grief.

As usual, in a tense and delicate situation as this, plenty or rumors have already surfaced, one explanation appears to be more weird than the previous. We can’t and don’t believe anybody right now.
If and when we have further details, we post an update.

Perhaps it is just another ….’Not-so-simple’ (Simon)…. coincidence that many notable events in Arugam Bay seem to happen in the Night of the Full Moon………?
(It’s a plug for later stories, folks!)
With this month’s FMP (7th Sept.) in full swing, our poor semi-resident and good friend Simon was arrested at the 3 mile post outside PottuVille at around 1a.m.
A keen, maybe informed (?) search of the front of the van he was a rear passenger therein resulted in a sizable quantity of a certain substance.
The driver, the van itself, the driver’s well known father and another local passenger were taken into custody that night.

Simon has always been and still is a VERY popular, likable guy in our small town; everybody loves him and we already miss his presence.
He is also perhaps the only foreigner who experienced the Full Moon waves at Christmas ’04 together with us, here in the Bay and who still remained loyal and right here with us.
(Everybody else was airlifted out and few ever returned)
So there is a very special bond between Simon and us here at Arugam Bay.
Everyone who visited the Bay since 2003 and ever went to Stardust, Rocco’s, Tropicana Inn, the Tsunami – or indeed the Siam View Hotel will have known popular Simon; because he helped out in all of those places at one time.
All other establishments in the Bay, big or small have most certainly benefited from Simon’ patronage over the years.

Furthermore, Simon’s prolonged, various investments into the local economy has perhaps resulted in a more substantial and direct help the Community has ever received from any of the hundreds of donation endowed Organizations passing through our hamlet ever since Tsu.Day.
This is one of the reasons why we feel that his predicament should be posted; it may be of interest to many.
Without interfering in the local judicial system we are of course very concerned and we are taking whatever steps possible to ensure that our friend will celebrate this Christmas with us or his UK family.

Here follows a totally unconnected warning:

As Fred as stated on his previous post, it was time for a change for arugam.info… I promised him a long time ago, but you know how things are… Anyway here we are now.

I have managed to convert Fred to blogging for Arugam Bay, not that it is important to be caught in the trend of blogging, but just that I believe it is a convenient way to provide news day by day about the bay and what’s going on around, but also that it is very easy to update for a none programmer savvy.

We are currently re working the content for this site to be feeded not only by news a like information but also we want to make it a reliable ressource of informations for the ones who wants to visit us at Arugambay.

Since we want this site usefull for you!!! we would love to hearing from you about what kind of contents you think should be available at arugam.info, please feel free to use the comments box to wave your voice. We will hear all of you and will do our best to make this site meets your needs.
